Tim Kowalski
President & CEO

Tim Kowalski has been involved in the healthcare industry since 1993 and has more than 30 years of executive, P&L, operations, technology, sales, marketing, client services, M&A and delivery experience. Mr. Kowalski has executive experience running public and private companies in several industries.  He has led Halfpenny Technologies since January 2012 to rapid growth, becoming a leader in Clinical Data Exchange in the Health Plan, Pharmacy, Hospital, ACO, and Laboratory markets. 

Prior to Halfpenny Technologies,  Mr. Kowalski was the COO of Portico Systems, a healthcare technology company that experienced rapid growth providing a network management product to Health Plans.  Prior to Portico, he was the President & COO of ICT Group, a BPO/Technology company with operations in 10 countries.  He was part of the executive team that sold the company to a larger competitor in 2010.

A leader at the forefront of clinical data integration for over 25 years, Charles Halfpenny is Chief Technology Officer of Halfpenny Technologies.

Mr. Halfpenny has extensive experience in developing CPOE, EHR and HIE solutions for hospitals and laboratories and served on the ASTM committee that developed the E1238 Standard Specification for Transferring Clinical Observations Between Independent Computer Systems.

In addition, he developed the first commercially available order entry/results reporting application to utilize the ASTM E1238 standard, which was later incorporated into HL7. A frequent speaker at industry events on hospital connectivity to physician EHRs, Halfpenny pioneered computer-based medical records in 1987 with the creation of the award-winning Dr. Chart system. In October 1997, Advanced Health Corporation of Tarrytown, NY, acquired Dr. Chart. Halfpenny Technologies was founded in 2000 to meet the growing need for hospitals and laboratories to connect to HIS, LIS and EHR systems outside of their organizations’ technology environments.


Carl is a successful serial financial entrepreneur who has managed emerging growth companies in a number of industries, including traditional and Software-as-a-Service healthcare technology and enterprise software businesses. He has raised private and public capital, successfully managing four companies through the IPO process and as public companies. Carl has worked closely with CEOs and management teams to plan and manage in rapid organic growth environments as well as acquire and integrate products and businesses.

Prior to joining Halfpenny, Carl was CFO of Airclic, Inc., a provider of SaaS-based supply chain execution solutions for companies in the United States and Europe; the company was successfully sold to a larger competitor to provide a fully integrated, end-to-end solution. Prior to Airclic, Carl was CFO of MEDecision, Inc., a provider of care management, clinical decision and analytics solutions for healthcare carriers. While at MEDecision, Carl raised a senior round of private equity funding and managed the company's IPO process.

Carl is a CPA with a B.S. degree in Accounting from the Pennsylvania State University.
